I’m not sure what the “bloated extra tech” is. This is an emissions relgulatory thing, and OBD-II regs have not changed, ever. When they change them it will then be OBD-III. I think you would be surprised by how little emissions control strategies have changed in this century.
German manufacturers in general take the whole “don’t cheat the regs” thing as a suggestion. If your particular model year dodged the recall, it is likely just because it was never scrutinized closely enough.

True, I am aware OBD-II has been on every car since 1996.
Only E-test diesels have to do where I’m at is for smoke out the tailpipe and “emissions readiness”, no NOx, except newer ones do, oddly.
Only the MKVI (2009-2014) is affected in the recall.

In typical American fashion, I assumed you live in the US. My appologies. You are right, it is odd. Diesel emissions are usually closely monitored.
